What Is the New Support at Home Program? A Victorian Guide for Older Australians
Support at Home replaces Home and Community Care (HACC) and older aged-care packages. Here's what changes, who is eligible, and how to access care at home in Victoria.

A new name for aged care at home
From 1 July 2025, the Australian Government replaced the older Home and Community Care (HACC) program and Home Care Packages with a single, simplified aged-care program called Support at Home.
Support at Home funds the supports that help older Australians stay safe, independent, and connected in their own home for longer — personal care, domestic assistance, transport, respite, and restorative care.
Who is eligible?
Support at Home is for older Australians aged 65 and over (or 50 and over for Aboriginal and Torres Strait Islander peoples) who need help to remain safely at home.
Access starts with an assessment through My Aged Care. A regional assessment service looks at what you need and recommends a class of support (Class 1–4) matched to your circumstances.
What changed from HACC?
If you previously received Home and Community Care (HACC) or a Commonwealth Home Support Programme (CHSP) service, your eligibility and core supports continue under Support at Home — the funding body is now the Department of Health, Disability and Ageing.
The biggest practical change is a clearer, class-based structure and a single point of entry, making it easier to understand what you're entitled to and to plan your care.
